He holds a degree in Geography from the Federal University of Rio de Janeiro (1985), a Master’s degree in Energy Planning from the Federal University of Rio de Janeiro (1989) and a PhD in Socio Economie Du Développement – École des Hautes Études en Sciences Sociales (1994). Postdoctoral fellow at the University of Oxford, England (2001). CAPES Research Fellow at the Center International de Recherche sur l´Environnement et le Développement, France (2012).
